«Прямоугольное двухстороннее полотнище с отношением ширины к длине 2:3, воспроизводящее композицию герба Молчановского района, выполненную красным, синим, жёлтым и белым цветами».

Описание герба: «В червлёном поле над лазоревой волнистой оконечностью, тонко окаймлённой серебром и обременённой двумя так же серебряными стерлядями (одна подле другой) — золотой идущий медведь».
