Прямоугольное двухстороннее полотнище Голубого цвета с отношением ширины к длине 2:3, несущее в середине изображение фигур герба Рыбинского района, выполненные белым, серым, жёлтым и оранжевым цветом: белую щуку головой вверх, продетую через три жёлтых башенных короны с белыми бойницами.
